According to McKinsey's 2024 State of AI report, 72% of organisations have adopted AI in at least one business function — yet fewer than 20% report capturing significant financial value from those investments. The gap is not a technology problem. It is a strategy problem.

Most firms approach AI the way they once approached cloud migration: they buy the tools, run a pilot, and hope the returns materialise. They rarely do — not because the technology fails, but because the technology was never connected to a clear business outcome in the first place. This article sets out a practical framework for building an AI strategy that actually delivers.

Why Most AI Initiatives Stall

Gartner's 2024 survey of 2,500 enterprise technology leaders identified the top barriers to AI value realisation. The findings are instructive: the leading obstacles are not technical. They are strategic, organisational, and cultural.

The most cited barrier — an unclear business case — is entirely within a firm's control to fix. It requires a deliberate shift from asking "what can AI do?" to asking "what specific outcomes do we need, and can AI accelerate them?"

The Four-Layer Strategy Framework

An effective AI strategy is built in four layers, each dependent on the one below it. Skipping layers is the single most common reason implementations fail.

Layer 1: Start with Outcomes, Not Technology

The most effective AI strategies begin with a business outcome — not a technology wish list. A law firm that wants to reduce client intake time by 40% has a clear outcome. A law firm that wants to "use AI" does not. The distinction sounds obvious, but in practice, most AI conversations inside organisations start with the technology and work backwards. This is why so many initiatives produce impressive demos and negligible returns.

Outcome-led thinking forces prioritisation. Not every process should be automated. The right question is: which processes, if made faster or more accurate, would have the greatest impact on client outcomes, revenue, or cost? Answering this question requires a structured audit of operations — not a vendor conversation.

Layer 2: Map the Processes That Drive the Outcome

Once the outcome is defined, the next step is to identify the specific workflows that contribute to it. This is where operational intelligence becomes essential. A firm aiming to reduce client onboarding time needs to understand exactly where time is being spent: document collection, identity verification, conflict checking, engagement letter generation, or internal approval workflows. Each of these is a candidate for automation — but they are not equally valuable, and they are not equally ready.

The automation opportunity register should score each candidate workflow on two dimensions: impact (how much does automating this move the outcome needle?) and feasibility (how data-ready, tool-compatible, and change-manageable is this workflow?). High-impact, high-feasibility workflows are the right starting point.

Layer 3: Assess Data Readiness Honestly

AI systems are only as good as the data they operate on. This is not a cliché — it is the single most underestimated constraint in AI implementation. Deloitte's 2025 AI Dossier found that 48% of AI projects that failed to deliver value cited poor data quality as a contributing factor, making it the second most common failure mode after unclear business cases.

Data readiness assessment covers four dimensions: availability (does the data exist?), accessibility (can the AI system reach it?), quality (is it accurate, consistent, and complete?), and governance (are there legal or compliance constraints on its use?). Firms that invest in data readiness before implementation consistently outperform those that attempt to solve data problems mid-project.

Layer 4: Build the Capability Stack

The final layer is where most firms start — and why most fail. Capability decisions (which tools to buy, which integrations to build, which skills to hire) should be made after the first three layers are complete. The capability stack should be determined by the process requirements, which are determined by the outcome requirements. Reversing this order — choosing a platform and then finding use cases for it — is a recipe for shelfware.

The ROI Trajectory: What to Expect and When

One of the most damaging misconceptions about AI implementation is that returns are immediate. In reality, AI value follows a predictable trajectory. Understanding this trajectory is essential for setting realistic expectations and maintaining organisational commitment through the early phases.

The typical pattern shows an initial investment phase (months 1–3) where costs are incurred but workflows are still being built and tested. Break-even typically occurs around month 4, with compounding returns thereafter as automations scale and teams become proficient. Firms that abandon initiatives in month 2 — the lowest point of the curve — never reach the returns that were available to them.

Governance: The Non-Negotiable Foundation

No AI strategy is complete without a governance framework. This is not a compliance checkbox — it is a business risk management requirement. Governance covers three domains: data governance (who can access what data, under what conditions), model governance (how AI decisions are audited and explained), and operational governance (how AI systems are monitored, updated, and retired).

Firms in regulated industries — law, finance, healthcare, accounting — face additional governance requirements. AI systems that process client data must comply with applicable data protection legislation. AI systems that generate advice or recommendations may trigger professional liability considerations. These constraints are not obstacles to AI adoption; they are design requirements that must be addressed from the outset.

Conclusion: Strategy Before Technology

The firms that extract lasting value from AI are not necessarily the ones with the largest budgets or the most sophisticated tools. They are the ones that invest in strategy before technology — that define outcomes before selecting platforms, that assess data readiness before building workflows, and that build governance frameworks before going live. The framework set out here is not a guarantee of success. But it is a reliable map for avoiding the most common failure modes — and for building AI capability that compounds over time.
